Abstract


The party congress has put forward to accelerate the transformation of economic development as the key to China's future economic development goals . Seventeenth Party Congress also proposed to speed up the reform of the administrative system : increase institutions integration efforts , exploring organically integrate the functions of a large department system . \on important policy, but also from the reality of the current economic development and a major strategic decision-making; deepening administrative reform is an inevitable requirement for the development of the socialist market economy . With the new round of the deepening of the reform of government institutions , the implementation of the reform of refined oil prices and taxes , acceleration of the process of the construction of an integrated transport system , to promote the integrated development of urban and rural road transport , road transport administrative faced with many new situations and new problems , new challenges , especially road transport urgently needed to further optimize and reform the administrative system . Therefore , this study road transport administrative reform issues after the full implementation of the fuel tax is the transformation of economic development , and to deepen the reform of administrative management background , road transport administration system needs to deepen reform , and constantly improve place. The transportation industry is the basic industry of the national economy in China , is also one of the important means to promote China 's national economic and social development , road transport plays a fundamental role in the integrated transport system . Existing road transport administration system with the new situation of the industry but incompatible , road transport administrative management system need the opportunity to reform . This paper argues that the study road transport reform of the administrative system is directly related to the National Transportation Policy ability to put in place related to the ability to place the transport market supervision , related to the transportation market economic activity to normal operation as well as the travel safety of the masses of the people , is a matter of road transport current major problems , as well as an important measure of the long-term development strategy . Therefore , this article from the developed countries, road transport administration system, as well as China's road transport administrative system of the status quo , the analyzed China's current administrative system of road transport possible problems , and proposed reform ideas and solutions .
