Abstract


Three decades , in the background of China's economic reform , the framework , the traffic management system in China is steadily advancing . Highway development in China Practice has proved that the highway is a diversified management body , wide management , management procedures complex area . With the deepening of China's economic reform , the highway operator system revealed many problems . How effective management of the highway this modern transportation facilities , reduce and eliminate the factors that impede highway development in the current operational system , set up for highway characteristics and laws governing the operation of the operation system , give full play to the economic and social benefits of the highway has become the urgent need to study the subject . In this context , the paper intends to use efficiency theory analysis of the basic attributes and operations of the highway system , to explore the the expressway operation system suited to China's national conditions . This paper first analyzes the basic attributes and efficiency highway theory as well as affect the efficiency of various factors . Followed by analysis of the meaning of the freeway system and the development of evolution of the highway operators institutional status quo analysis and pointed out that the main problems of the freeway system . Secondly, the utilization efficiency theory , combined with the basic attributes of the highway system running a comprehensive , system analysis , and trying to find a way to reform freeway system . Investigation and analysis of the operating system of the Overseas Highway , in order to provide a reference for a highway development first the countries operating system template , as an operational system reform practice . Finally, we analyze the need for reform of the freeway , pointed out that the objectives of the reform , put forward concrete proposals for reform . This paper the use of normative analysis , comparative analysis and empirical analysis of Expressway Operation System, a comprehensive analysis . Use of natural monopoly theory , the administrative monopoly theory , asymmetric information theory , the theory of quasi-public goods and regulation theory analysis of the efficiency of the operating system , and clarity of the the highway operators reform implementation mechanism .
