Abstract

As the earliest countries to establish a modern civil service system, the United Kingdom has been the world's attention. Especially drastic reforms of the civil service system in Margaret Thatcher's tenure not only the British had a profound impact caused a strong international response, the British civil service system has once again become a model for the world civil service system construction. Therefore, the practice of reform of the British system to sort out and analyze important practical significance for us to more deeply understand and grasp the logic of the theory of the Civil Service Reform in Western countries. This paper attempts to sort out from the historical perspective of the British civil service reform, civil service reform measures focuses on the period of the Thatcher government, and in-depth analysis of the ideological origins of the reform, to a reference to China's civil service system reform. The first chapter briefly introduced the British Modern History of the civil service system and the Thatcher government during the Civil Service Reform background. Post marks the mid-nineteenth century Connaught - flexor Report, the British establishment of the modern civil service system, into the twentieth century, the civil service performance and the civil service system itself increasingly criticized by society. From the 1960s onwards, with the introduction of the Fulton Report, the United Kingdom was the first to the modernization of the civil service system reform. I believe that the study of the Thatcher government, civil service reform, not only for the understanding of the British civil service system, to explore their own development regularity of great significance, but also has positive significance of the Civil Service Reform.
