Abstract


Parking is an important part of the daily life of urban residents and the urban transport system . With the city's economic development , the city raise the level of motorization , especially the rapid growth of the urban vehicle ownership , relatively serious lag in supply of parking facilities , parking is difficult phenomena have become increasingly prominent , aroused widespread concern . Public parking is part of the urban transport infrastructure , as a quasi-public goods , is an important part of urban public management . The provincial capital of Shenyang City, Liaoning Province , the the national industrial city and the historical and cultural city , difficult parking problems plaguing the general public, to crack city parking difficult , must be caused by the Shenyang municipal government attaches great importance . Analysis system , Shenyang Municipal Public parking management issues and causes , and to study ways to solve the supply and management of urban parking facilities is necessary, meaningful . Shenyang Municipal Public parking management there are the backward parking management technology , the unreasonable price of parking , parking industry is not standardized and many other issues . Polycentric governance as the theoretical basis of this theory in reality the maximum value is proposed in government governance changes , to break the single-center government domination mode , build government multi-center , three-dimensional framework of the market and the third sector governance model , multi-center theory provides a new approach to analysis of the problem of the Shenyang Municipal public Parking management . Summary of urban parking management issues the following areas: local government in the lack of public parking supply in philosophy , the market mechanism fails to give full play to the role of the third sector is lack of participation in parking management . For these reasons , led to the generation of the Shenyang City parking management issues in different aspects of the comprehensive . For the above problems , the paper from the government to develop the scientific parking price mechanism , improve the relevant laws and regulations , the development of parking industrialization and give full play to the positive role of the third sector aspects Solutions . This paper argues that the Shenyang City 's parking management level through the implementation of these measures , there will be a big improvement , and to provide a reference for the future development of urban parking management career .
