Abstract


With the rapid development of political, economic and cultural , civil subject of today's various social exchanges become more frequent, civil relations increasingly complex , diverse and civil disputes also increase, the healthy functioning of the social order is affected and impact . In order to maintain the healthy functioning of the social order , the need to establish an effective civil dispute resolution mechanism. People's mediation system , China's first judicial proceedings outside a civil dispute resolution system , the judicial system has been hailed as the \In resolving civil disputes, maintaining social harmony and stability play an important role. In recent years, governments at all levels and relevant departments of Hunan Provincial CPC Central Committee building a socialist harmonious society to adapt to the general requirements , is committed to a harmonious social conflict mediation , and actively explore and establish a set of people's mediation as the basis, people's mediation , judicial mediation, administrative mediation \Based on the development of people's mediation process and the underlying trend , combined with the reality of building a socialist harmonious society demands a brief summary of Hunan Province in recent years, people's mediation work achievements , pointing out that at this stage of Hunan Province remains the main problems and the analysis of its causes, learn from the people's mediation ( or ADR) on the basis of advanced practice is proposed to strengthen the people's mediation work to promote \the selection, establish and strengthen people's mediators of advanced concepts , increase financial support in order to promote people's mediation team building to strengthen the people's mediation legislative work program to promote people's mediation system standardization process , people's mediation work to explore an effective innovation system, improve people's mediation grassroots organizations network system. Hunan hopes to further improve the people's mediation work research and practice to make some modest means.
