Objective: At present, with the medical environment and policies dramatic changes in the level of medical technology and medical needs of the people quickly upgrade our hospitals facing increasingly harsh competitive environment. Weakening conditions in the competition, the hospital may be able to win temporary advantage by virtue of opportunity, competitive conditions, the hospital in order to take advantage of competitiveness must have, in order to continue to gain a competitive advantage, you must have the core competitiveness, the core competitiveness to provide a lasting impetus to the development of the hospital. Hospital only continue to enhance its core competitiveness in order to form in the fierce competition in the health care market and maintain our competitive edge, to consolidate the growth momentum. Human resources for its unique value, scarcity, and thus the formation of competitive advantage difficult to imitate features, become one of the key elements to build a hospital core competitiveness; complexity of the human resources management, the uncertainty and Imitability etc. characteristics, become an important way for the hospital to obtain core competitiveness. To improve the level of hospital human resource management, enhance the core competitiveness of the hospital, first of all to make a correct evaluation of the response to the situation of human resources, and to recognize their own strengths and weaknesses. Therefore, a comprehensive evaluation of hospital human resources has a very important practical significance. Hospital human resources evaluation is very limited, and has not yet formed a complete evaluation index system, comprehensive evaluation of hospital human resources, neither highlight the fundamental role played by the human resources in the hospital core competitiveness, we can not embody a systematic and comprehensive human resources. Therefore, the purpose of this project is to proceed from the core competitiveness perspective, to build a comprehensive system hospital human resources comprehensive evaluation index system. MATERIALS AND METHODS: This topic based on the theory of core competitiveness, the theoretical analysis and empirical analysis combining study. Investment in human resources, run, output three-pronged approach, based on the evaluation index to establish the principle, the use of literature and consulting experts screened scientific representative, independence, operability good 37 indicators established based on the core competitiveness comprehensive evaluation index system of hospital human resources; using analytic hierarchy composite index method and dynamic series combination of Dalian City, a hospital in the past six years Human Resources empirical research study to validate the index system. Results: The subjects constructed to attract human capital, human resources, investment in human resources, the four aspects of human resource performance as an indicator, 14 secondary indicators, consisting of 37 sub-indicators based on the core competencies of the hospital human resources integrated Evaluation Index System. The system fully reflect hospital human resources position with a strong scientific, feasibility and operability. Conclusion: This issue through building a comprehensive evaluation index system based on the core competencies of hospital human resources, research and analysis of hospital human resource situation, to understand the strengths and weaknesses of the human resources management, to improve the level of human resources management, and enhance the core competitiveness of the hospital has a certain practical value. Summed up through field surveys and interviews of target hospitals, hospital beneficial practices in human resources management, improve human resource management to provide references for other hospitals.
