Abstract


Technology resources are the material basis of scientific and technological progress , constitutes \In recent years, the state has increased investment in science and technology efforts, the situation of insufficient investment in scientific and technological resources to some extent eased, but the regional science and technology resource allocation issue has not been solved . China has the technology resources are not abundant , the scarcity of resources also requires fair and equitable distribution of our technology resources , both to improve efficiency , but also focus on equity . Technological resources has long been widely recognized as a public resource , and technological resources rely mainly on policy configuration. Because the impact of China's development strategy , regional distribution of scientific and technological resources tend to eastern , central and western science and technology resource allocation is unreasonable. This situation caused by many reasons , the most important is the natural and social factor of two. Exist between our regions natural resources , geographical conditions, market mechanisms and policy environment , and many other differences, which will inevitably lead to unbalanced development of regional science and technology . Despite the uneven development of regional science and technology for social development to a certain stage , and keep appropriate regional scientific and technological gap in favor global efficiency, but if the gap is too large or too long will lead to sustained social and political conflicts and damage the global interests. Therefore, from the perspective of distributive justice zone configuration technology resources for reducing regional economic disparities , and promote the overall development of the national economy has important theoretical and practical significance.
