Abstract


Mortgage-backed regime is established with the development of reform and opening up and perfect . Under the planned economic system , the enterprise funds allocated by the state , product deployment by the State bank loan in accordance with the instructions from the State , enterprises and banks do not have to consider the risk of operating the basis of security system does not exist .
