Abstract


A long time , whether developed or developing countries , poverty and the fight against poverty has not stopped . In order to eliminate poverty , governments are to do everything we can to take various measures to prevent or solve bailout for different groups . Social assistance policy in the implementation of national anti-poverty most effective ways and means one . The social assistance system is an important part of the social security system , is also one of the countries most basic social security system , it is the final safety net set up for poverty . Social assistance is critical to solve the problem of poor basic survival , is of great significance to the socio-economic development . Contemporary social assistance system is finally formed on the basis of a series of major reforms and practice . This is quite different from modern social assistance system and ancient . The first exposition of contemporary social relief system in the society focuses on the concept and status of social assistance , as well as its relationship with the social security system , social insurance , social welfare , social relief . Second on the social assistance system in the Western historical development process and the ideological and theoretical foundation . Leads to the concept and practice of social assistance policies implemented in Sweden after the war . Secondly, the development and the reform of the social assistance system of post-war Sweden was discussed in detail.
