This thesis discussed on a comprehensive restructuring of the telecommunications industry and the mobile operators how to deal with the impact of specific strategies by using management theories. Restructuring of the telecommunications industry has its own specific background, and the result of the reorganization will be to subvert the structure of the industry as a whole, and will have a direct impact on the future communication market development and competition. As the telecom industry’s leading carrier, is the need to study before and after the reorganization of the policies and changes in the market,ahead of the layout and as soon as possible to adapt to future challenges. This paper is of great significance for operators, their own advantages and disadvantages clearly, the key point of the operation focused on 3G era, and continue to enhance the core competitiveness. This research discussed the background of the reorganization, restructuring programs, and regulatory policy, analyzed these by using such methods of SWOT Analysis, PEST analysis and portfolio analysis, and other means, which is an in-depth study expounded on restructuring of the telecommunications industry brought about by the impact, as well as main issues three new operators face .On this basis, put forward a comprehensive strategy, as well as phased strategies for the mobile operator to deal with, further elaborated in the context of six specific coping measures. These include: 1, the organization&human strategy; 2, the industrial chain strategy; 3, network construction strategy; 4, customer marketing strategy; 5, products strategy; 6, channel strategy.
