Abstract


The latent rules of administration practice are informal rules which objectively exist in administrative behavior, conform to or do not conform to (even confront) administrative ethics, and are followed by administrative participators in a conscious or unconscious manner, and represent administrative ethic culture. Equivalent partly to underlying rules, the latent rules are expressed secretly, act as the agreement between two parties or among multiple parties and have dual insights on ethics. We deem fairness and justice as the core values of administrative ethics, make reference to the formal rules of morality, and have ethic insight on the latent rules of administrative behavior, where latent rules are classified into harmless and ill-natured latent rules. Harmless latent rules can function as to supply a deficiency, save and rectify, while ill-natured latent rules will deviate from and confront formal rules, thus causing administrative nonfeasance, misconduct or dishonor, and can also erode formal rules which will then malfunction and lead to neglecting of duties.The generation of administrative latent rules usually follows the path from initiation, imitation, to taking root, spread, taking shape. The growth and spread of latent rules is not accidental but sourced from system deficiency (of formal rules) and has social, historic and cultural background. We should develop the useful and discard the useless of administrative latent rules, thus to create a favorable administrative ethic culture, so that administrative behaviors will conform to administrative ethics in a much more conscious manner.
