Abstract


At present, tobacco leaf is the important industrial crop, which is playing an important role of financial prop in national economy construction. Huitong County is situated at the western of Hunan, has possessed of advantageous natural ecological condition that produce sound tobacco, it has received high praise in quality test and technics argumentation in past years. Though, along with the opening of tobacco leaf market, tobacco leaf of Huitong come to face new opportunities and challenges after join WTO.The paper establish new method which unified qualitative and quota analytic ways- SWOT improved model, which carry on omnidirectional analysis to tobacco leaf production and operating condition in Huitong County by comparing to existing strategy management theories and methods comes from domestic and foreign country and profiting from existing SWOT analysis framework, based on fuzzy mathematics’ assessment method in view of its existence’s technical question. The paper anatomise current Strengths,Weakness, Opportunities and Threats of tobacco leaf production and development in Huitong County, and propose developed strategic plan and counter measure for sound tobacco production in Huitong County, thus provide a referenced framework for tobacco leaf production and economic development in Huitong County.The main contribution of this article is applying the improved SWOT model into tobacco industry at the first time by unifing with many kinds of advanced statistics, management methods such as analytic hierarchy process, Delphi way and so on, and combined with special details of tobacco leaf production and management in Huitong County, and the paper apply theory to instructe practice, and display its value fully. But the author has not carry on an inspection to tobacco production and management in other areas as a result of time and energy limitation, its promotion is waiting for confirming, and also it is a deep research task in later work that must continue.
