Abstract


The community health services in towns health work an important part of achieving universal access to primary health care objectives of the basic link,is to build a new urban health service system foundation for community residents to provide safe, effective, convenient and economical public health services and basic medical services, is to deepen urban medical and health system to effectively alleviate the urban medical care difficult and expensive issues important step. Great efforts to develop community health service is in the government leadership, community involvement, under the guidance of higher level health institutions, build community-based public health services, community health services and preventive health care and hospital institutional division of labor is reasonable, in close collaboration with multi-channel, wide coverage new type of urban community health service system,thereby promoting the urban medical and health system reform. One of the important marks of the transformation of modern medical service mode is developing community health services, community health service is gradually becoming a important research subject in medical and healthy services during a very long period.The paper is based on the study of urban community health service system construction, with new public management and community public service supply theory as the foundation.Then, from the discussion of Chinese urban community health service system, based on the basic concept with small-bore as the breakthrough point, in-depth studies specifically actual community health service system construction circumstance of Chimagang community in Chibi City.Through describing and analysing community health service system mechanism operation condition of Chimagang community, then analysing the existing problems in community health service system construction, and find out community health service system construction of Chimagang community, then analyses the main problems and the main reasons for these problems, and put forward the corresponding practical and effective countermeasure to solve. This paper aimed at speeding up improving ChiBi city communities community health service system construction to provide the theory basis and the reference solutions, so as to promote the urban community health service development
