Abstract


Solving effectively difficult problems and high medical expenses in the farmers to seea doctor and protecting the basic health needs of farmers，the new rural cooperativemedical care(NRCMC) policy has been carried out since pilot projects at 2003 and beenbasically realized in the full coverage of cities and counties in Guangxi region by 2010.This paper build NRCMC four elements model which includes four impact factorsconstituted by policy environments，policy executors，policy objects and oversightmechanisms to analyze and evaluate the effect of NRCMC policy implementation from theperspective of policy implementation. First of all，this paper summarized the policyimplementation achievements in Guangxi which were reflected in farmers participationrate increasing gradually and basically full coverage，management systems improvinggradually，financial funding of central and Guangxi governments strengthening，levels ofmedical compensation improving significantly，the rural health facilities and staffingimproving gradually，and etc. Secondly，this paper discovered the problems which wereshown in complicated reimbursement procedures，many reimbursement restrictions，toomore loan officers in executive authorities，low fund management efficiency and too muchbalance，relatively low farmers participation rate in the process of NRCMC policyimplementation. This paper further analyzed these issues related to the relative factors andsummarized the reasons were critical policy implementation environment，executorslacking of policy implementation capacity，farmers keeping existence of identity disorder，monitoring out of place. Finally，this paper proposed improving recommendations orsolutions about NRCMC policy implementation in Guangxi from optimizing executionenvironment，improving policy implementation capacity of executors，sweeping awayfarmers identity disorder，sounding oversight mechanisms，and so on.
