Abstract


After the end of the Cold War, the bipolar framework has collapsed, so that the international security environment takes on profound changes, the security threat appears increasingly the trend of pluralism, as well as the concept of national security, which is no longer confined to traditional sense of military and territorial safety, changes in essence. Along with the development of economic globalization and the augment of cultural exchanges and clashes, culture safety, which is attached more and more importance, becomes an essential constituent that cannot be neglected in the non-traditional security system. To choose the national culture security strategy is the way to carry out the cultural security and social stability, however, such kind of strategic programming and countermeasures of cultural security can only be realized under the corresponding safeguard mechanism.On one hand, the further development of economic globalization has promoted cultural globalization, so that varieties of cultures merge into each other. The cultural hegemony and the cultural expansion of the western developed countries, leading by the United States, affected directly the values and way of life of our Chinese people, and the expansion of western consumption mode changed Chinese people’s consumption concept to great extent. On the other hand, China’s reform of cultural system lags behind relatively, with weak cultural market management, defective laws and regulations, the cultural industry lagging behind and insufficient creativity, influences the construction of China’s cultural security mechanism. Therefore, it is of great necessity and reality to point out the strategic countermeasures to construct our cultural security mechanism on the basis of non-traditional security theory in order to research into the cultural security mechanism.The thesis is divided into four parts. The first part of this paper mainly introduces the significance of the chosen subject, the research status quo of the subject, and the research method and innovative points in this paper.The second part expounds the general theory of non-traditional security and culture safety. On the basis of the link and distinction between the traditional and non-traditional security, the paper tries to catch respectively the concept of the non-traditional security, traditional security and culture security mechanism, and reveal the significance of culture safety in the national security.The third part expatriates the status quo of China’s cultural security safeguard mechanism. After depicting the half forming of cultural security mechanism in China , the thesis analyzes the challenges and effect of construction of it.The fourth part discusses the strategic countermeasures to strengthen the construction of China’s culture security mechanism, including promoting the advanced cultural construction of socialism with Chinese characteristics; moving forward the development of cultural enterprise and industry; establishing scientific and effective cultural safety management mechanism; and establishing cultural security mechanism on laws.
