Abstract


The Northwest Minorities in China more than in the remote and poor areas, and the reality of serious shortage of investment funds for compulsory education is a major contradiction in restricting the educational development of the region. Northwest Gansu Province, Ningxia Hui Autonomous Region, Xinjiang Uygur Autonomous Region, three representative ethnic minorities are concentrated in the provinces (regions), for example, through the provincial level in the country and provinces (regions) of rural compulsory education finance data for statistical analysis, combined with field survey data made in the provinces and autonomous regions in the sample schools, a more detailed description and analysis of funding for rural compulsory education status quo of the ethnic minority areas in northwest China, for the current problems and come up with strategies and recommendations. December 2005, the State Council issued the \the level of protection, a step-by-step organizational implementation of the basic principles of compulsory education in rural areas gradually into the public financial coverage, the establishment of the central and local sub-item, the pro rata share of the new mechanism to ensure funding. Since the implementation of the new mechanism for rural compulsory education investment in growth and source of income of the funds for compulsory education in rural areas of northwest minority areas, public expenditure and funds management, and other aspects of the situation has significantly improved, minority areas of rural compulsory education budget education The funding for the proportion of solid growth year by year, and all levels of government finances has become the main source of funding for rural compulsory education and the ultimate protection. Compulsory education, however, is still insufficient, the existing government subsidies and the budget for public funding allocation criteria remained low, the government should continue to increase compulsory education, especially efforts to investment in rural compulsory education for ethnic minority areas to adapt to the needs of the development of compulsory education in ethnic minority areas. In recent years, the minority areas of rural primary and secondary schools the level of income security has significantly improved compared to the previous normal operation of the school is basically guaranteed. However, part of the primary and secondary schools in Northwest Minority Areas financial system remains sound, weak enforcement of school financial transparency is not enough, the lack of democratic oversight mechanisms. Therefore, we should further establish and improve minority areas rural primary and secondary budgeting system, the balance of payments included in the county budget and apply for funds to pay in accordance with the provisions of the treasury management system. The establishment of a stable and effective principals and teachers excitation mode; create a sound minority areas of rural students receiving compulsory education school funding system, and funding efforts to strengthen the rural poor students in minority areas. The development of rural compulsory education in ethnic minority areas should be subject to the attention and support of the community, the social donation will also support the development of ethnic minority areas of education play a role should not be underestimated.
