Abstract


Financial center provides customers with high quality services and promotes the flourishing of local business. Recently, more and more countries have found out the important of financial centers. International, regional and national financial centers have become a global trend. In early 1990s, Shanghai has already set the goal of turning itself into an international financial center, and then Shenzhen, Beijing, Guangzhou, Dalian and Najing have followed. After the 21st Century, Tianjin also planned to develop the financial center. Especially, in 2006, the government introduced a series of encouraging policies which accelerated the pace of the achievement of the goal. Under such circumstance, how to appraise the financial situation and improve the competitive power of Tianjin become the key issues.The paper analyses the financial situation of many cities in our country including Tianjin by using qualitative and quantitative analysis. From philosophy aspect, the paper pays attention to the harmonious relationship between human as well as physical resource and environment, and then points out three essential factors of finance subject (human resource),object (financial system) and environment, followed by the analysis of the theory and the history of financial center. Then, an appraisal system for financial centers is established. Based on financial statistic data of Tianjin and other cities, by using clustering analysis the competitive strength of Tianjin has been evaluate. Finally, the paper analyses how to construct Tianjin into financial center, and propose some suggestions.
