Abstract


China is one of the most serious national population , resources and environment situation in the world , through land reclamation to expand the living space and production space to the ocean in order to solve the problem of insufficient land resources has become an important way of access to land resources in coastal areas , and has play a significant social and economic benefits , has had a tremendous impact on regional development . Can not be ignored , but in recent years , driven by the economic interests , the lack of relevant laws and regulations as well as marine management system is imperfect , blind reclamation of coastal areas on the coastal zone environment caused a great deal of damage , hinder our ecological civilization and the implementation of the sustainable development strategy . This article through empirical analysis and in Japan and South Korea legal research from multiple perspectives on how to strengthen the management of land reclamation described to clarify the concept of land reclamation , and put forward a number of targeted recommendations : First, standardize the use of the term ; sound planning examination and approval system , land reclamation planning and the use of sea scale management system ; perfect waters system of paid use , and put forward the right to undertake system should clear waters of the right to use the land use rights , building from the marine ecological compensation mechanism in China ; is recommended that the State Council has formulated a special \
