Abstract


Telecommunications services as part of the GATS , it is related to the social progress and economic development of various countries and regions of the world , and its important role in telecommunications services not only to promote economic development , but also related to the national security interests , so each country cautious about its open . In this paper, the relevant rules of the GATS Agreement on Basic Telecommunications background, analysis of international telecommunications services trade under the GATS market access rules , carefully dissect and learn from the lessons of other countries to deal with the issue of market access in the process of liberalization of the telecommunications services and the existing legislative environment for telecommunications services in China to deep thinking, and some of the views put forward China 's telecommunications services . Described This paper is divided into five parts : the first part of international telecommunications services market access system overview , the main definition of international telecommunications services and international telecommunications services market access defined overall understanding of the content . The second part of the market access provisions of international telecommunications services , introduced GATS also elaborated on the general provisions and special provisions of international telecommunications services market access , GATS specific commitments on services , the Agreement on Basic Telecommunications market access general provisions and its impact, as well as part of the new round of WTO negotiations . The third part , the status quo of the typical national telecommunications services market access , mainly Brazil , India and Russia telecom services market access system analyzed and described the positive and negative role of the Three telecom services market access , as well as Implications for China . The fourth part of the status quo of China's telecommunications service market access , mainly on the course of development of China's telecommunications service market , and discusses in detail the problems and shortcomings of China's telecommunications services exist . Fifth part , the improvement of China's telecommunications service market access , for the existence of the problems and shortcomings of China's telecommunications services , put forward some suggestions .
