With the comprehensive transformation of the rural economic structure , as well as rural aging process intensifies, the role of family pension mode gradually weakened, land security function decline . In the traditional security function in the context of an increasingly weakened , the establishment and improvement of rural social endowment insurance system has become a pressing requirement . However, the level of economic development and binary constraints of social structure , the current pension system reform , Gansu Province, mainly concentrated in the cities and towns on the institutional arrangements , the rural social endowment insurance pilot and is still in the exploratory stage , there is no unified pension insurance system and the system . Therefore, the overall goal of building a harmonious society , the Gansu Province rural social old-age security problem has become a major concern , while rural social endowment insurance is a core part of the rural old-age security , theory and policy should become the focus of attention . In order to meet the arrival of the peak of aging , it is necessary the actual situation of Gansu Province , the effective integration of resources , and establish requirements to adapt to economic development of rural social endowment insurance system. This is since the implementation of the rural household contract responsibility system , the most important institution building, rural economic development and social progress inevitable requirement smooth construction of new countryside of effective protection. In this paper, the economic welfare theory , social theory based on effective demand , from Gansu Province, rural social endowment insurance history and status quo of evolution , focusing on the following issues were analyzed: First, the current Gansu rural social endowment insurance system for the problems in-depth analysis ; secondly , Gansu Province, introduced the situation of rural economic and social development , on the income level of farmers and local government finances will be analyzed to identify constraints of rural endowment insurance of the main factors ; again , learn from rural social pension insurance system useful experience , especially in Gansu Province based on the actual situation in rural areas , in concept , system , mode of innovation, proposed for the situation of Gansu Province, the pattern of rural endowment insurance system for the establishment of rural social endowment insurance Gansu necessary funds were estimated , and system management design ; finally, put forward relevant policy recommendations.
