Financial purchase of government procurement expenditure as a very important component of the national management of public expenditure, regulating operation of the national economy and safeguard an important means of national interests. However, due to a late start, China’s government procurement institution has exposed many problems. It remains to be China’s government procurement institution to enhance standardization research.In this paper, the theory of public goods, public choice theory, financial functions of the theory, principal-agent theory as the theoretical basis, using documentary research methods, comparative analysis, theoretical analysis and empirical analysis of a combination of research methods, combing the international research on Government Procurement System Standardization of research literature, learn from Japan and the U.S. government procurement system and standardized experience and revelation, analysis of China’s government procurement institution, standardization of the construction of research and exploration, pilot testing of expanded, and then based on our practical operation of government procurement standardization of the construction point of view, analysis of China’s government procurement anomie, with emphasis sum up the concept of bias in government procurement officials, government procurement operation Chaos and the policy function of government procurement system, lack of the three major issues, and proposed a corresponding one correspondence standardized measures, including the scientific development concept to guide government procurement, scientific and standardized institution of government procurement operation and give full play to the policy function of government procurement, and was trying to make good use of NGO which proposed to add green purchasing services suggested that the final combination of the Shenyang municipal government procurement system and standardize the research completed the study.
