Abstract


The highway is an extremely important basis of quasi- public goods . This article is starting from the basic attributes of the highway to re-examine our highway management system , analysis of the problems and their causes , combined with international experience and China's national conditions targeted improvements . In this paper, the basic elements of the basic properties of the freeway and highway management as the logical starting point , the course of development of the highway management system in China ; investigated from different angles of highway management system of the status quo ; explore our highway management system exists problems and their causes . And pointed out : While China's expressway management system basically meet the requirements of the the highway properties and management elements , but still imperfect . These analyzes put forward concrete measures for improvement of highway management system for this article pointed out the basic direction : the need to be based on the actual level of highway development and socio-economic development , the second is to combine the advanced foreign experience in highway management . Around this core , the three countries to the United States , France, Japan , for example, foreign Freeway Management System , and draw some useful enlightenment on the reform of China 's highway management . On this basis , follow certain principles , the problem of highway management system in China , combined with China's actual conditions , forecast the development trend of China 's highway system , from the perspective of legal construction , government leadership and management style clear the proposed improvements . These views have a certain summary , targeted and innovative , and perhaps some helpful for the healthy development of highway management system sound and transportation cause .
