Abstract


The main purpose of this study is to establish the of learning defense-related science, technology and industry innovation system , to enhance China's national defense science and technology industry innovation capability . Characteristics of topics , using qualitative and quantitative analysis , analytic hierarchy process , comprehensive fuzzy evaluation and analysis of a combination of the nearness research methods . First , the article describes the learning organization and technological innovation theory , the theory of the origin and development of the learning organization , technological innovation theory connotation and classification , highlighted the emergence and development of the theory of independent innovation with Chinese characteristics . Secondly , on the basis of a review of the development of innovation system , summed up the the learning innovation system concept . Domestic and foreign scholars are mainly concentrated in the theory of technological innovation , the innovation system, learning organization , learning regions , as well as independent innovation system and assessment method for national defense science and technology industry , the ability of independent innovation , national defense science and technology innovation system and other aspects of the study . There is no research for defense-related science, technology and industry innovation system to build a \The paper will call the theory of \Again , to build a learning defense-related science, technology and industry innovation system model . After analysis of the situation and the existing problems of China 's national defense science and technology industry on the content of learning the defense industry innovation system based knowledge creation , knowledge flows and knowledge into three levels based on the system model , and build learning evaluation index system of national defense science and technology industry innovation system , and application of the index system and evaluation model of a defense industry innovation evaluation . Finally, the proposed learning the defense industry innovative framework for the implementation of countermeasures .
