Abstract


The public service is built above a certain social consensus , provided by the government for community consumption , through equal access to the products and services . Equalization of public services is to provide equal treatment by the government and its public finances for the different interest groups , different economic sectors or different social classes of public goods and services , including revenue sharing , cost-sharing , financial equalization and other aspects . The government is the main body of the natural supply of public services , the equalization of public services is the obligation of the government . Equalization of public services and the rule of law to have a close relationship . Our public services mainly to some extent affected the building of a harmonious society in China , is not conducive to China's economic sustainable development of urban and rural areas , between different regions and between different groups of people , public services , inequality inequality . Legal theory perspective on public service equalization to define the value of the foundation of the equalization of public services , systems analysis , realistic security basis and institutional basis , and then describes the legal guarantees of equal access to public services and building a harmonious society and promote the construction of the rule of law in China the major significance .
