Abstract


Due to historical limitations , Gansu rural public goods supply main in supply mechanism is not clear, limited financial resources , irrational decision-making mechanism and other issues . Especially after the abolition of the agricultural tax , the loss of grass-roots government financing for the main channel , and transfer payments they can not reach Taxes scale agricultural tax is abolished , together with the rights and financial power asymmetry and urban-rural dual supply , and the formation of a of Gansu rural public product supply total insufficient and inefficient supply situation . Under the current financial conditions , the supply of public goods in rural areas is more important is a mechanism for reconstruction . In this paper, starting from the analysis of the main problems and the reasons for the supply of public goods in rural areas , from domestic and foreign experience in the supply of public goods in rural areas , to build post agricultural era rural public goods supply mechanism in Gansu Province , which solve the inadequate supply of public goods in rural areas of the agricultural tax era , structural imbalance and other issues of great significance . In this paper, based on the theory of the mechanism of rural public goods supply , rural public goods supply mechanism of Gansu Province, the historical evolution , current situation compare , pointed out that the problem of the supply of public goods in rural areas of Gansu Province and analyze the reasons , and finally home and abroad rural public product supply mechanism of experience building innovative models of agricultural tax era Gansu rural public goods supply mechanism .
