Abstract


As an important part of public goods , public infrastructure is considered to be a prerequisite for economic growth and social development . Public infrastructure in the rural economy and social development , but also play a significant role . Improvement of rural infrastructure is directly related to the all-round development of the rural economy and society and the building of a new socialist countryside . As rural underdeveloped provinces , Liaoning Province, the total supply of rural public infrastructure is inadequate , inefficient , and has become a major obstacle restricting Liaoning economic development and new rural construction . How to effectively improve the efficiency of rural public infrastructure supply of Liaoning Province , to find a supply suitable for the of Liaoning Rural Development characteristics of the road , and we need urgent problem . The definition and classification of rural public infrastructure , summed up its personality traits . While the use of the theories and methods of modern economics , from market failure theory , non - equilibrium theory of public goods supply and demand , the joint supply of public goods mode model and voluntary undertakings mechanism theory in terms of the supply of rural public infrastructure in-depth theoretical explore . The article reviews the supply of public infrastructure in rural areas in China to reform before and after the current supply system , after the founding of the analysis of the different stages of the system characteristics and defects , and combined with the characteristics of the different periods of rural public infrastructure supply , Liaoning Province, the existing rural public infrastructure supply mode selection . This article through empirical research on the status of rural public infrastructure supply in Liaoning Province , analysis of the problems and causes of rural public infrastructure supply in Liaoning Province , Liaoning Province, the actual situation , the guidance of the scientific concept of development , from increasing the financial investment to break the urban-rural dual structure , innovation and the supply of rural public infrastructure financing mechanism , enhance the supply capacity of the government 's public infrastructure in rural areas , and to strengthen and improve the supporting system construction put forward reasonable suggestions to improve the supply of public infrastructure in rural areas in Liaoning Province .
