The rural minimum living security system is an important part of the social assistance system , reform and deepening of the traditional relief system , established to protect the basic living of the rural poor people to help solve the special difficulties encountered in their lives a system . Since 2005 , Lingyuan City adhere to the overall planning , careful implementation , and multi-path simultaneously , supporting each other , the principle of standardized management , accelerating the pace of construction of rural minimum living security system , the basic livelihood of the rural poor masses of the effective protection promoting rural social stability and economic development . As of the end of 2008 , the city has a total of 33,565 people of the rural residents object to protect the rate of 6% of the agricultural population , rural minimum standard of 1,260 yuan per person per year , 65 yuan per person per month subsidy levels . Since the implementation of the rural minimum living security system , in the spirit of working ideas to expand the scope of protection , assistance to improve standards , strengthening standardized management , receiving them to be returned to the back , to implement the plan , push forward rural low and achieved remarkable results . County level as an important part of the implementation of the rural minimum living security system , following policy to understand and work in the township guidance functions , to some extent , the county-level implementation of the rural minimum living security system , rural residents the key to the implementation of the minimum living allowance . County level as the primary management unit , is crucial for the implementation of how to operate the system . In this paper, through comparative analysis , literature analysis , as well as through grassroots research empirical analysis method , the problem exists on the the Lingyuan regional rural minimum living security system for analysis , and proposed a series of measures to improve the rural system .
