Abstract


The industrial park is within a certain limited geographical space to promote the advantages of economic factors is relatively centralized configuration , project gathered specific place quickly leading to the development of enterprises and industrial clusters . As promote regional economic development growth pole, brought about by the economic effect has become the focus of attention of the academic community . Not improve the condition of the economy based on market mechanisms , the system of institutional and western regions through cooperation with the eastern region to build industrial park can make up for the lack of funds for construction of the park , the management mechanism innovation , and for the play to the elements of the various resources of the eastern and western regions integration and synergies , complementary advantages and industrial docking also significant . The paper put forward the idea of something to build industrial park in cooperation with the Ministry of the theory from the industrial park , emphasizing the use of the enormous capital profit-driven business the ability to promote the construction of the park . The industrial transfer and western regions of the eastern part of the need to accelerate the development of other reasons that make them have the necessity and feasibility of , but cooperation is also facing major obstacle to the institutional constraints of the \Under the guidance of the multidisciplinary regional economics, industrial economics, development economics theory , the combination of the theoretical research and empirical research to determine the development status of the industrial park in Gansu Province . On the basis of the empirical analysis show that the development of the industrial park in Gansu Province is in the government led stage and investment in the process of building began to show the characteristics of capital outside only by external forces to enter that through cooperation with the eastern region , the implementation of the export-oriented development strategy , in order to speed up the pace of development . The industrial park development in Gansu Province lies in establishing effective interest coordination mechanisms, improve fund raising mechanism , innovative business management mechanism , improve the industrial development mechanism ; need to eliminate regional policy barriers that hinder the flow of production factors , establish new mechanisms and services of the investment work system , the establishment of the industrial park, the development of the market system , to provide network support for the development of industrial clusters , and further optimize the security system of policy and environmental policy .
