Abstract


Thanks to quite unitary industrial structure, quite weak ability of resistance to macro-economic risk, and resources depletion, transformation of the resource-based city is becoming more and more prominent. The present research has mostly aimed at the choice and cultivation of the new leading-industry of the resource-based city. This is the direction and the goal in which transformation research of the resource-based city must solve. However, the result of new leading-industry’s choice and cultivation is often different to the different resource-based city or the different development phase of the identical resource-based city, thus, instruction to practice of resource-based city transformation hasn’t the universality. But to study practice of resource-based city transformation to the different resource-based city or the different development phase of the identical resource-based city, we may abstract the different transforming patterns of resource-based city. Based on the special details of resource-based city, we may choose the corresponding transforming pattern. Therefore, instruction to transforming pattern of the resource-based city has the universality more than. This is the main purpose this topic is selected.According to the relevance theory of modern economics,the transformation-patten of the resource-based city is researched by this thesis,mainly on the basis of using the combination of practical analysis and norm analysis. Studying the transformation pattern of the resource-based city is mainly keeping a foothold that the urgency is confronted with by Huaibei City as a resource type city to transform to find out universality and particularity that Huaibei City and other resource type cities have in the process of transform by the comparison analysis between the theory and practice about the present transformation pattern of resource type city. Then the Understanding of the law about the transformation pattern of resource type city is abstracted and divided different transformation pattern. On the basis, the thesis analyses the background and conditions of every transformation pattern having carefully, then a theory pattern about transform pattern of resource type city comes to being. Proceed to analyze the condition which is confronted with in the process of industrial transformation of Huaibei City concretely to find a right transformation pattern for Huaibei City combined with theory model. In the last, this thesis expounds how the government drives the resource type city to transform in making policies about working out a city transformation plan, strengthening the ability to attract investments , driving the whole people to start an undertaking , accelerating garden area transforming, perfecting city to transform.Innovative places of the thesis embody in the following aspects mainly:First by realizing the law about the transformation pattern of resource type city abstractly, the thesis builds a theory model about“transformation pattern of resource type city”The most outstanding characteristic of this model is intuitive and very strong Operational。To every resource type city, they can choose a right transformation pattern combining with the industrial developing status of this resource type city and the conditions confronted with in the process of transformation;Two the thesis provides the system guarantee for the resource type city to transform by. submitting relevant suggestions and measures combined with studying to build up development of natural resources compensation mechanism and decay estate aiding" brought forward by "the Central Committee of the Communist Party of China , State Council vitalize some strategy ideas about putting northeastern region and other old industrial bases into practice".
