Abstract


An important aspect of implementing the scientific concept of development is to create reflect the requirements of scientific development in science and technology evaluation system . Science and technology are primary productive forces, an important driving force to promote the economic and social development is an important manifestation of a country's comprehensive national strength . The establishment of comprehensive evaluation index system of science and technology and evaluation of provincial-level administrative region of great significance in guiding the development of science and technology in China . This thesis consists of five chapters. The first chapter . The second chapter is based on clustering - factor analysis evaluation index system for science and technology to build the model. The third chapter is to maximize the combination of science and technology empowerment comprehensive evaluation model based on the G1- deviation . The fourth chapter is the typical provincial Administrative Region of China Science and Technology Evaluation empirical research . The fifth chapter is the conclusion. The main work : First, according to the \The second is to use the G1 method to determine the index subjective weight , the use of maximizing deviation method to determine the objective weight indicators , the smallest deviation from the principle of the combination of subjective and objective weights based on subjective and objective evaluation results , the establishment of Science and Technology Evaluation Model Based on Combination Weighting . Third , is the the typical provincial administrative Science and Technology Evaluation empirical research . The main innovative features : R clustering the index classification within the same criteria layer , factor analysis screening factor load of the biggest indicators of each class , both to ensure the screening indicators in the category to which they belong on the results of the evaluation the greatest impact , but also to avoid the duplication of information of the same type of indicators . The second is based on the factor analysis of variance indicates the information content of the ideas , the information content of the the screening indicators reflect the audition indicators as an indicator system to build a reasonable criteria to solve the problem of the lack of quantitative standards reasonable determination of the index system . Constructed the combination weighting optimization model , according to the actual value of the index to get the optimal combination of weight , to avoid the existing studies have ignored the problem of objective and subjective evaluation results on the combined weights affect the degree of deviation from the principle of minimum by the subjective and objective evaluation results of the evaluation .
