Abstract


In unlicensed business governance, Putuo District, adhere to the the sparse block combined sparse guidelines initial results. But continues to produce new unlicensed operation, unlicensed operation of governance there are still many outstanding issues to be resolved. I think to solve the existing problems in the governance unlicensed operation of Putuo District, Putuo District government departments must proceed from China based conversion work ideas of governance, the relevant government departments to improve government management, enhanced with social two-way communication and interaction with the public (including unlicensed operators), and governance bottlenecks, formulate corresponding policies, the implementation of appropriate measures, government departments, executive ability and administrative efficiency, enhance the social image of the relevant departments and social satisfaction, in order to ensure the successful completion of the expected objectives of SAIC unlicensed operation of governance. The point of view of the new public management theory and governance theory and the rule of law, this paper focuses on the status of Putuo District unlicensed operation of governance, the existence of the problem and the reasons put forward to solve the problem of working ideas, and elaborated People Standard \China based \significance and practical application of the reference value. The thesis includes five parts: the first chapter \and frameworks. The second chapter \Chapter Putuo District unlicensed operation management of existing problems and reason \reasons.
