Abstract


With the establishment and improvement of China's socialist market economic system, the administrative department for industry and commerce gradual development of economic management departments for market regulation and administrative law enforcement departments charged with the recognized market players eligible to regulate the behavior of market transactions, maintaining the order of the socialist market economy duties. At present, China's administrative department for industry and commerce in the ranks, there are some problems, especially in the civil service is not yet a scientific and rational classification management, which has affected the work performance and sustainable development of the industrial and commercial administration departments. Important organizational guarantee for the construction of a high-quality civil service, is the administrative department for industry and commerce to perform market regulation and law enforcement responsibilities, the implementation of position classification in line with the characteristics of the administrative department for industry and commerce, is the urgent need to strengthen the functions of the administrative department for industry and commerce role is to adapt to the new inevitable choice of the period to strengthen the construction of the civil service. This thesis is classified civil service posts, the analysis of the theory and methods of work, civil service classification management system for enterprises registered post to the administrative department for industry and commerce in Shanghai on a trial basis empirical, inductive summary of the effectiveness of the system of enterprise Registrar and practical significance, and the current nationwide administrative enforcement of the civil service pilot as an opportunity to explore the study of the administrative department for industry and commerce in Shanghai Job Classification to identify the problems which exist, in-depth analysis of its causes, and proposed recommendations to improve the job classification of the administrative department for industry and commerce in Shanghai. The paper mainly consists of five parts: the first part of the main purpose of this study, the significance of the research review, and describes the research methodology and framework used in this article; related concepts of the second part of this study defined overview of foreign civil service job classification system and analysis on the classification status quo of China's civil service posts, the problems; an overview of the functions and characteristics of the third section reviews the administrative department for industry and commerce, job classification illustrates the administrative department for industry and commerce in Shanghai reform; Part IV describes the status of the results achieved by the administrative department for industry and commerce in Shanghai job classification reform and job classification to explore the problems currently existing job classification and generating reasons; perfect Shanghai Administration for Industry and Commerce in the fifth part of the previous paper on the basis of management sector job classification recommendations.
