Abstract


After the reform and opening up , China's economy has achieved rapid development , along with economic development , many people engaged in public welfare NGO that is usually referred to as the NGO . The rapid development of the society , globalization , information technology continue to develop in depth , the scope of the cooperation of China and the outside world is more and more widely , the the foreign NGO also gradually into people's vision , continue to influence the thinking of the people . NGO 's important role in this process , more and more respected people . The 1990s , China's NGO springing up , on a qualitative improvement in the number of NGO involved range widely : human rights , environmental protection and sustainable development . When the situation is excellent , the drawbacks of the Chinese NGO also exposed , especially in some relatively small -scale NGO drawbacks is more obvious , which also lead to these small NGO faces many difficulties , can not effectively carry out public welfare , the completion of the mission of the organization 's own default . Throughout the development of the NGO , the overall level is still very low , the force and vitality of NGO internal competition is not strong , their strength uneven . Also facing a very central predicament - generally of small and medium-sized NGO money , while the core reason for the lack of money is not the government money to support the government without sufficient attention , not legal , but rather effective protection. The paper is divided into four parts . The first part is the concept of the NGO role is described . The second part of the study of the historical development of the domestic and international NGO's , in order to clarify the history of the development of an NGO , to lay the foundation for later study . The third part is a study of the major problems and difficulties encountered in the development process of the Chinese NGO . The fourth part is the study of how the legal framework to protect the healthy development of the NGO .
