Abstract


Sustainable economic and social development relying on the sustainable use of land resources , and the quantity and quality of the arable land is not only related to the livelihood of farmers , is the base of our survival of the national security . China is facing the small amount of cultivated land per capita , lower the quality of cultivated land reserve resources situation . Industrialization and urbanization over-reliance on the occupation of cultivated land , and the construction and development of illegal occupation of farmland , dominant complement of inferior quality problems are endemic . China adopted land use control system and basic farmland protection system , achieved success , but due to lack of market mechanisms and economic compensation mechanism for farmland protection , it is difficult to form in all aspects of society and make concerted efforts to put into in optimizing urban pattern , curb arable land resources dropped farming Paul consensus and enthusiasm , the effect is not ideal. From abroad on the establishment of land development rights , planning objectives , while protecting environmentally sensitive land , such as farmland, historic preservation architectural practice experience , initiative application of innovative means to resolve the problem of facing farmland protection .
