Abstract


The collection system is the focus of attention of recent years the field of law . This paper attempts to conduct research and analysis on the collection system from the point of view of the theory of jurisprudence , and summarizes the principles and ideas of the collection system in the United States Constitution Perspective . The text is divided into three chapters : The first chapter focuses on the identification and collection of the right to levy meaning . This chapter explicitly imposed concepts and classifications , basis - the basic meaning of the right to levy levied , and explain the constitutional significance of the levy . The second chapter summarizes the theory of the collection system , including the views and ideas of natural law, legal realism and law and economics Party imposed . The third chapter describes the three principles levied One is the principle of due process , the due process of the content and the role of the Court ; Second is the principle of fair compensation , to clear the current compensation standards in the United States and other compensation methods ; their the principle of public interest , and analysis of the historical evolution of the principle of reasonable basis test , and Business levied discusses .
