Abstract


In recent years , governments at all levels attach great importance to the construction of administrative efficiency , a lot of work in the transformation of government functions , promote institutional reform , improving the political popularity of wind , and achieved significant results . However, construction of administrative efficiency is a complex systems engineering , not overnight. Throughout the administrative efficiency and building activities carried out throughout the current around the office efficiency with a certain blindness , stage and underpowered . So how to establish an efficient administrative system , and how to deepen the reform of government institutions has become an urgent problem . People 's Armed Forces Department of Liwan District, Guangzhou is a group -level units of the military establishment , and also the Military Department of the Chinese Communist Party the Liwan district committee of the military service organs of the District People's Government , accept the dual leadership of the superior military authorities and local party committees and governments .
