Abstract


Special political ecology of county governments in China, its main function there are significant differences in the mode of operation with the central government as well as provincial and municipal levels of local governments. The county governments of grassroots political bearing body responsible for the regulation of social needs and the responsibility of the difference between the administrative goals, differences in leadership behavior directly affects the performance of the administrative county government as a public organization, to stake its fluctuation rise and fall. The purpose of this study is to explore the key factors affecting the behavior of the leadership and further build leadership behavior - the path model of organizational performance, try starting from the point of view of leadership behavior, to explain the nature of China's county-level government performance fluctuations. The academic study of the performance of local government administration from the point of view of the organizational structure, emphasizing the link between the administrative performance of the system and organizational structure. But this does not explain the different leaders in the same system and under the framework of the structure of phenomena that affect the dimensions of the similarities and differences of organizational performance, therefore we decided from the perspective of leadership behavior, analysis and interpretation of the above-mentioned problems. Study design process, give full consideration to the the color noise problem in the subjective probability, the first use of natural language fuzzy valuation method to whiten the data collected to ensure the effectiveness of the interpretation of the data; then the use of \Evaluation Laboratory method for processing the data of the 14 expert interviews, a 9 influencing factors summarized from the preliminary literature precipitated four key influencing factors, and further by confirmatory factor analysis of these four key impact empirical factors, the results of the analysis of the early forecast better support; Finally, we use a structural equation model assumptions construct path analysis, all 10 hypotheses have been support in the statistical sense. Econometrics, we can see that the conclusions of this study are: ① key factors affecting China's county-level government leadership behavior degree of humane attention, execution, decision-making power; ② leadership behavior on organizational performance directly affect the path of non- but through \In this study, a total of 321 questionnaires were distributed and 307 valid questionnaires, a response rate of 95.64%, and can be applied to study the statistical methods. The conclusions of this study can effectively explain the phenomenon of fluctuations in China's county-level government administrative performance statistical significance.
