Abstract


With the emerging of non-material factors in international relations studies and practices, "nation’s image" is gaining increasing importance in foreign affairs. For China in particular, "religious image" is viewed with special concern as it has been forged as a negative one in western countries, which, to a large degree, is constructed by a group of religious or faith-based NGOs.As an alleged faith-based NGO, China Aid Association (CAA) is typical of this kind. It holds both on-line and off-line activities in U.S., distorts China’s religious image and pushes the "religious persecution" topic into American political agenda with the aim of changing US’China policy. This paper generalizes its characters as "’strong politics, weak religious and oligarchic, whilst its main methodologies are to "religionize" political or societal issues as well as "issues-connecting". The "motivation-execution-environment" framework was raised which explains why and how CAA works. The motivation consists of the interests of starter, namely, Bob Fu, sponsors and information receivers. Execution capability breaks down to external driving, lobbying and transnational advocacy network building, while against different economical and political backdrop, the influence of CAA varies as well. In summary, pushed by motivation, based on strong execution and surrounded by good environment, CAA "succeeded" in demonizing China’s religious image.This paper also analyzes the organization’s activities in Mainland China. Information collecting, aiding the "dissents" flee China, direct advocacy and internationalization of China’s religious issues, to which more concern should be attached.Today, unprecedentedly strong emphasis has been laid upon the nation’s image, religious image included. As the paper argues, only when the reasons are clear how the variance between foreign perceptions and ours came about, and only when we are more proactive participating international institution with a more transparent domestic religious system, will we have a chance to bridge the gap.
