Abstract

In recent years, the scale of China's civil servants is a major social concern. The focus of attention is focused on the scale of China's civil service is the problem of excessive controversy both comparing mostly by Chinese and foreign ancient argument, mainly confined to the Historical Survey and the International Comparison of vertical and horizontal perspective on the scale of China's civil service, intended to build modest civil service scale. However, only to clarify the civil service scale by which factors influence its impact way to proposed based on the scale of China's civil service rationalization, to provide a theoretical reference for the reform of our government. Based on this understanding, the author of the influential factors of the scale of China's civil service. The theme of this study is a practice closely related to the problem. Therefore, research methods, under the premise of adhering to the principle of linking theory with practice, the main use of the empirical research method and research combined with documentary research and comparative study. Summarizing existing research every possible influence of the civil service scale factors, and horizontal and vertical regression analysis of these factors and the scale of China's civil service, find out the real impact of the changes in civil service scale horizontal inter-provincial distribution and vertical timing factors. The conclusion of this article is: population density, the civil service pay levels, the level of economic development, compressed preparation sexual reform of government institutions and the level of the market timing changes affect the scale of China's civil service. Which, as the population density increases, the level of economic development to improve, the corresponding increase in the scale of China's civil service; compression preparing sexual reform of government institutions will inevitably lead to lower civil service scale; With the market-oriented level, the level of the civil service pay raise, the scale of China's civil service reduced accordingly. Special districts, government finances, population density, the level of the civil service pay, the administrative divisions of the scale of economic development levels and functions of the government are the factors that affect the inter-provincial differences in the scale of China's civil service. Universal scale of civil servants in the capital and the ethnic minority autonomous regions than other provinces large; larger government financial resources, a higher level of economic development, government functions more the provinces civil service scale; greater population density, county population more, smaller provinces with a high level of civil service pay civil servants. Rationalization of the civil service scale, must control inter-provincial differences and the timing of changes in two aspects. According to the research results, the paper proposes a way of rationalization of the civil service scale. Specifically, can take the rational allocation of government functions, the implementation of the reform of the civil service management mechanism, adjustment of administrative divisions, and the promotion of inter-provincial balanced economic development, strengthen the budget-scale efforts to control the civil service, to actively promote the process of market-oriented measures to adjust the scale of our official .
