Abstract


Panjin City family social assistance based on traditional social assistance system, since 1984 Jianshiyilai, development and the needs of the new situation, the establishment of urban households in the most basic life-support system as the main content of the social assistance system. With the development of the economic situation changes, urban family social assistance for the normalization of Emergency Relief campaign took standardized track. Needy families are most concerned in accordance with the requirements of urban and rural economic and social development and building a moderately prosperous society from solving the most urgent problem to start the formation of integrated security system of the Employment and Social Security, in the construction of the social assistance system of urban households and institutional reform has made remarkable achievements. Today has been basically formed based on the minimum living allowance for the special assistance such as medical care, education, housing assistance, relief and social assistance to supplement the new urban family social assistance system framework. Rapid socio-economic development is not always beneficial and harmless, highlights and intensifies poverty urban households have been caused by government policy-makers and the concerns of the community. Social relief work of the urban households potentially complex theoretical issues, especially in rescue standards bailout content the relief management issues such as the lack of in-depth study of the system, which will restrict the effective conduct of Panjin City home relief work.
