Thesis mainly includes four parts, the first part includes relevant concepts and theoretical basis. The first part including related concepts and theoretical basis. It is mainly to the government investment, decision-making, decision error, etc, and the interpretation of the concept of public choice theory, summarizing the main ideas. The second part is mainly to the case analysis, including a brief description of events of government investment decision-making errors, the performance and the harm is expounded, and analyzed the shortage of construction in new decision of qingshui river, such as government officials paid more attention to their interests in decision-making , and his "performance". Their decision-making not only out of town planning at the constraint, but does not accord with Chinese legal procedures. The third part, using public choice theory,according the analysis framework of decision-making, decision-making procedures and mechanism to answer why government are more likely to make such decisions, and why such investment decisionscan be impleted.. The fourth part is according to the public choice theory problem of decision-making errors research and apply it to the research of improving relevant system, including the hearing system which can show civic values and demand, advisory system, supervision system ,misplay accountability system and official examinational systemThis paper adopts the methods of literature research, scientific abstraction and case analysement, to reveal the errors in local government investment decision-making, and find out the reason, the bad procedures and defective system in the decision-making ,eliminate it’s misplay, improve decision quality..Ensure the government investment more inclined to minsheng engineering, our government service concept and function will be strengthened ,improving people’s satisfaction and happiness as its the starting point and the foothold.
