Abstract


Countryside Party Members and Cadres of Modern Distance Education of Gansu has been running since 2007. By now, the infrastructure construction of this engineering of Gansu has been completed in the main. Then, building the educational resources that have local features to meet the local conditions and the need of the peasant is more and more urgent. This research on the strategy of local educational resources building, will be helpful to this building.This research is basic on the interview between the leaderships of the distance education of Gansu on the author, and then the author do some interview with other staffs among different cities of this work. And the same time,the author go to different cities to observe and study. The author found two factors of local education resources building by analyzing the work of distance educational department of Gansu about the past three years and the status of local educaiton resoures building of Gansu, and these two factors are:human resource and funds.In the part 4 of this paper, the author proposed four strategies of local educational resoures building of Gansu from the survey results and the cases of local education resoures building of Gansu by two ways.One way is the mode of building, and the other way is the main body of building.These four strategies are the strategy basic on secondary dewelopment, the strategy basic on project, the strategy basic on bases and the strategy basic on independent building by cities and counties.All the strategies are following the principles like:targeted,diversity,openness,progressive and economy.In addition, in the course of the study the autor proposed two strategies which will be promote the building of local educational resourses.They are the stratege basic on the rating watch and strengthen the capability of local educational resourses building of the counties.The author found three characteristics of the strateges of local educational resoures of Gansu by analyzing and summarizing the experiences of Gansu.These characteristics including:mixing use all strategies in the practice, administrative means combine with economic instruments and the main bodies are diversity and hierarchy.
