Abstract


Objective:To investigate the current status of HIV/AIDS prevention and promotion activities in townships of Yunnan Province, China. More specifically, to clarify and further understand the current status of supporting environmental factors, including the policies, funding, organization and management, capacity building, promotion and education activities,participation. As well as analyzing the factors which are most important to supporting environment.As such, this study will be able to provide a sound scientific basis for the development of HIV/AIDS prevention and promotional activities in the future.Methods & Content:The methodology for this study includes literature reviews, qualitative and quantitative methods, analysis with questionnaires and personal interviews. It investigated the current status quo of AIDS-related policy, funding support, organizational management, health personnel and their capacity building, promotion activities and participation in 6 sites of Yunnan.Results:Six study sites all implemented HIV/AIDS related policy, but only Linxiang district and Simao district made some adjustment and innovation; lacking of funding was the common problem for six sites; only Zhaoyang district and Xishan district had an established health education department;all had HIV/AIDS prevention activities planned, had a clear target for their program, and had supervision and evaluation programs,but there was lack of multi-sectorial collaboration; Moreover, HIV/AIDS health promotion personnel was in a shortage and training they got was inadequate; most of the existing programs only targeted specific groups,health promotion for the general public was lacking; some educational materials din’t meet residents’needs, some were not suitbale for ethnic minorities.Finally, participation of residents need to be strengthened.Conclusions and Recommendations:Standardize HIV/AIDS-related policies and regulations to ensure the development of prevention activities; to seek cooperation with international and domestic actors to address the lack of funding; to utilize government-led, multi-sectorial publicity campaign on HIV/AIDS; to improve knowledge and skill of health personnel and teambuilding capacity; to develop suitable promotional material, and encourage residents to participate in HIV/AIDS prevention activities.
