Abstract


December 21, 2008 , Chinese Premier Wen Jiabao recently chaired a State Council executive meeting , consider and by the principle of \The meeting examined and approved this opinion compulsory education schools in the country , starting from January 1, 2009 , the implementation of pay for performance , ensure compulsory education schools, the average wage level is not less than the average wage level of local civil servants , retired personnel issuance of compulsory education schools living allowance. Teacher pay for performance , and one hand, according to the law to protect and improve the wages of teachers , safeguard their income levels and improve the attractiveness of the teaching profession , as well as to further improve the status of teachers , to attract and encourage all kinds of talents to the compulsory education schools from teaching for life tilt ; emphasis to the front-line teachers and key teachers and other staff for outstanding achievements in the other hand to avoid the phenomenon of egalitarianism and seniority , giving full play to the excitation function of the wage distribution , to further mobilize the enthusiasm of the teacher , encouraged backbone teachers come to the fore . This study is described from the following five aspects : the first part discusses the background of China 's compulsory education schools, teacher performance pay policy implementation . First, a brief typical case of the implementation of pay for performance analysis of the implementation of reason and legal basis . Study and Review of the second part of compulsory education school teachers ' pay for performance policy . The third section describes the implementation of compulsory education school teachers pay for performance policy status quo .
