Abstract

Since our country has entered into the new century, the party and the government have proposed a series of important development strategies, such as“Building a well-off society in an all-round way”,“Building a new socialist countryside”and so force. Among all these important development strategies,“issues concerning agriculture, countryside and farmers”are unavoidable. To some extent, whether such issues could be resolved or not is the important foundation and the main content to achieve these strategies. The key to resolve the issues of rural economy is the issue of farmers, and the cultivation of new farmers is of vital magnitude: migrant workers are an important part of new farmers. According to scholars’theoretical research and empirical analysis,the critical breakthrough of successful employment of migrant workers and the upgrading of industrial structure is to strengthen the education and the training of migrant workers. Under the actual situation of our country, undoubtedly, the government solves this problem by public policy is the most effective and efficient path.The approach of this study is the combination of theoretical research and empirical analysis, from the theoretical perspective of education, economics and management, this article analyzes the training policies of our country’s migrant workers, confirms the cost and benefit of the government, employers and migrant workers and clarifies the rights and responsibilities. According to recent national statistics, and the survey data on Shandong Province and Tianjin city, we sum up the pros and cons of the training policy, especially for the phenomena that do not meet the goal of policy, then, by using the public policy’perspective to measure the policy itself, analyze the effect of the unscientific phenomenon and the errors in the process of public policy. This study exerts to reveal the true state of migrant workers, and find the extant problems. Finally, we propose the reformative proposals of the migrant workers’training policy in our country.The main contents are: (1) situation of the training of migrant workers and the research of related policies; (2) international experience of the training of migrant workers; (3) analysis of the public policy process of the migrant workers’training; (4) analysis of the costs and benefits of the government, employers and individuals in the training; (5) research of improvement of public policy in the training of migrant workers.The conclusion of this study is the necessity of improving the training policy, especially for the every aspect in detail of the public policy process. The pertinent suggestions are:(1) reasonably defining the benefits and responsibilities of the government, employers and migrant workers in the training of migrant workers; (2)Scientifically designing the public policy process of the training policies.
