Abstract


Results-based management is an important part of the research and management. The college is an important output of scientific research institutions, with the enhanced awareness of science and technology innovation and the deepening of structural reform, the research work more and more to get the attention of college teachers. Meanwhile, the national investment in university research funding is growing greatly promoted the development of university research activities increased year by year, the quantity and quality of scientific research, a large number of research results in the form of a digitized traditional scientific research management methods challenge. The research activities of both can not do without the support of the scientific literature information, also produce large amounts of digital research data. These scientific data is an important carrier of the results of university research activities, a record of the process of scientific research activities, and should become an integral part of the university digital assets (Digital Asset). However, these scientific data file format is not unified, and dispersed in the personal computer, neither orderly organization, is not conducive to long-term preservation, more difficult to share the use of. How to effectively manage and make full use of these digital assets, raised new issues to the university library. In this context, the Institutional Repository (Institutional Repository) came into being and rapid development. Institutional Repository is able to achieve the orderly organization and long-term preservation of digital assets, and to create conditions for the academic resource sharing and utilization. This paper aims to study DSpace Institutional Repository system combining scientific research Management and Institutional Repository, collect, organize, store, manage a series of scientific research and scientific data at the same time, increase the citation information, and with its statistical functions, application bibliometric methods to carry out the evaluation and management of scientific research output power for a specific institution, the influence of the outcome of resource protection force. The paper first introduces the background and current situation of the development of the Institutional Repository, reviewed the course of development of the management of scientific research, and discuss the possibility of institutional repositories in the current context, combined with scientific research management. Secondly, the DSpace Institutional Repository software functionality, architecture, and the advantages and disadvantages of a comprehensive introduction to the analysis focuses on the the DSpace system used in scientific research collection management advantages. Then, the the Institutional Repository based on DSpace system design. University Institutional Repository system function, frame structure, workflow design and analysis based on the needs and characteristics of the DSpace institutions citation information library, designed based of DSpace institutions citation information library system. Finally, from the three aspects of the institutional research output power, the influence of the outcome, and resource security force, discusses how to carry out the management and evaluation of the work of the institutions of scientific research, to investigate based on the the DSpace institutional achievements in scientific research management and evaluation of the advantages where. Case studies of specific colleges and universities, for example, to carry out the management and evaluation of agency scientific research collection.
