Abstract


Quality is not only the lifeline of school’s pedagogical activity, but also the important standard to measure the level of national education. With more and more attention paid to the quality of education, how to more effectively assess the education quality has become a hot issue with the common concern of academia. Through the document reading and sorting, I found the government-oriented is the mainstream to assess the education quality in the past; however, with the development of educational reform, government-oriented is no longer subject to the trend of educational development. Therefore, I propose that the student should participate the assessment of basic education quality. To diversify the principal body for evaluation, to promote the education quality assessment level and improve the quality of educational assessment at the same time.Firstly, this paper analyzes the two traditional and non-students-oriented basic education quality assessments--Supervision and Evaluation of Basic Education and Monitoring of The Quality of Basic Education, including their historical development, characteristics, the content of assessment and implementation procedures. And this paper summed up the flaws and strengths of the non-student-oriented basic education quality assessment based on education quality view which aims to meet the students’needs. The student-oriented basic education quality assessment is an important part of this paper. Based on the recognition of the principal body for evaluation in pedagogical anthropology and the Maslow’s basic view of self-realization of humanistic psychology, I propose the basic education quality view which is student-oriented. This view broke the previous government-oriented assessment pattern. Taking the student as the subject of the educational quality assessment, namely let student dominate. To assess education by our own need and requirement during the process of experiencing the school education and on the premise of fulfill the students’self-realization. In other words, the basic education quality view which is student-oriented is a kind of needs-met education quality view. This paper based on questionnaire survey, getting the conclusion that the standard of the basic education quality which is student-oriented is neither a pure data, nor an independent indicator, instead, is a standard of satisfaction to the premise of Maslow’s five principles of education and based on real idea of students, Propose a process that students assess the quality of basic education and related issues.
