Abstract


National professional titles foreign language level exam started in 1999 by the Ministry of Personnel organization and implementation of a national foreign language exams , professional and technical personnel must pass the exam in order to obtain the promotion of professional and technical positions . As time goes on , the titles of foreign language exams gradual emergence can not adapt to the development of the situation , the increasing degree of social concern . Analysis and research for the titles of foreign language exams are not comprehensive enough, was not thorough enough . Overall , more condemning few suggestions ; a high degree of social concern , experts and scholars to participate less . This paper analyzes the shortcomings of the current the titles foreign language exam and problems , and from the division of functions , examination management , inadequate laws and regulations as well as economic factors point to analyze the reasons . On this basis , the proposed measures to reform and improve the titles foreign language exam , namely the establishment of a Government -led the titles foreign language exam countermeasures to the titles of foreign language examinations both scientifically talented people , but also from the right -oriented language learning . First of all, from the titles of the historical background and evolution of the foreign language exam ; current the titles foreign language exam pattern classification , requirements and group test three aspects ; the titles foreign language examination of the status quo , and the main problem is the existing titles foreign language exam description and analysis . Second, by function , examination management , laws and regulations are not sound , and the point of view of the economic factors of the the problems existing titles of foreign language examinations reasons . Again , combined with the analysis made ??by the previous section , the proposed new recommendations to create a government-led titles foreign language exam .
