The core issue of Chinese modernization is the modernization of the peasants. With the constraints of peasant on the role of the modernization became increasingly obvious that the modernization of the peasants has become a pressing practical requirements of China’s modernization. However, in the current, The development of rural economy in China is widespread backward, rural culture and the fundamental reason is poverty. Cultural poverty of rural areas hindered the peasant modernization process, only by eliminating the poverty in the rural culture can we complete the modernization of the peasants. In this study, the author used the theory of Cultural poverty and the theory of the peasant modernization as a guide, based on a simple combing the development process of these two theories, the author descriped the current situation of the poverty in the rural culture and the peasant modernization, and defined the concepts of rural cultural poverty and the peasant modernization.In this paper, the author used literature search, questionnaire survey, focus interviews, field trips, combined with the theoretical analysis methods, based on relevant research,and structured the relationship between the rural cultural poverty and the degree of peasant modernization.At last, based on the principle of reflecting the true fact of Rural state of Hebei principles, the author used descriptive analysis, correlation analysis, regression analysis of the data, most of the hypothesis has been verified.The results showed that:It’s positive correlation between the rural cultural poverty and the peasant modernization of Hebei principles. The poverty of material culture in rural area, the poverty of mental culture, the poverty of jural culture, the poverty of technological culture and the poverty of behavioral culture hinder the process of peasant modernization. The author throwed out some suggestions on promoting the process of peasant modernization. Pointing out that we must pay attention to the r peasant modernization. Analyzing the question of peasant modernization with the rural cultural poverty is vey effective.It has some practical significance to play the role of peasant in the modernization and impel Chinese new countryside construction in a high speed.
