In response to urban problems , and with the rise of creative industries , creative cities theory and practice emerged. Creative city can be said that the 21st century urban development and construction of one of the hotspots . Studied in this paper is on the creative city building Quantitative Evaluation of the degree . This article includes a total of four chapters . In the first chapter , mainly on the research background and significance of research programs carried out literature review . The second chapter is the focus of this article is one chapter . In this chapter , by analyzing the characteristics and learn creative city related evaluation model ( including the Shanghai Creativity Index , Hong Kong Creativity Index , etc. ) , this initial establishment of the Creative Cities evaluation evaluation model . Then through expert investigation method and AHP , the indicator system was improved. The third chapter is also the focus of this paper, part of the evaluation model application . In this chapter , in Beijing , Shanghai , Tianjin, Chongqing, Guangzhou five cities for the evaluation of objects , from high to low level of development of creative cities are: Shanghai , Tianjin, Guangzhou , Beijing , Chongqing . The fourth chapter is the last part of the conclusions and policy recommendations . For the creative city construction , this paper presents three policy recommendations : ( a ) actively promote the development of creative industries ; ( 2 ) strengthen urban cultural environment, urban convenience, and other aspects of urban open creative environment ; ( 3 ) changes traditional urban management model, to play the role of urban governance , so that the general public be fully creative play . All in all, the creative city concept for our country 's urbanization and sustainable urban development has an important role in the guidelines . Creative city construction is a systematic project, which requires long-term progress.
